[PDB-gov] Call for candidates for initial Board of Directors

Thanks for all the work! There's still a lot of email addresses that
need to be gone through manually to tie to the correct PDB account, I'm
sure Chris and Steve could use some help with it. Does anyone else not
running want to assist?
