[PDB-gov] Voting eligibility

However, I do believe that some provision should be made for non-ORG persons
who are active participants to vote.

So.. Of all the people affiliated with ORG_A, only one should get to vote for ORG_A.

However, if we have interested people who have no affiliation with any ORG, they should
also each get one vote.
