[PDB Gov] May 18th, 2017 draft Board meeting minutes and Financial Controls Policy

PDB Board,

Thank you for putting a strong yet simply Financial Controls policy in
place. This significantly increases the faith and confidence of sponsors
and donors - not just the policy itself, but that such a policy is priority
for the organization.
