I'd like to receive the full list. This was possible in previous system 
and is what I use to semi-automate setting up of peering sessions on our 
end.

I get the full list when I am authenticated and use 
https://www.peeringdb.com/api/poc?since=0 directly, so the same should 
be possible using the 'peeringdb sync' tool when I have entered my 
username and password in the config file, no?
