[PDB Announce] PeeringDB 2.3.0 (major) release at 2017-09-06T0400Z

*** This is a major release upgrading the underlying Django framework to 1.11 and touching many parts of the code ***

On Wednesday, September 6th at 0400Z, the current beta site will be tagged as 2.3.0 and deployed unless any critical issues are found. Your help in verifying that the framework upgrade went well by thoroughly testing https://beta.peeringdb.com would be greatly appreciated. Please review the changes and test against beta as necessary to prepare for the production roll out.
