[PDB-gov] Call for candidates for initial Board of Directors

This is likely the last call for candidates for the initial Board of
Directors...
There are 12 candidates as of now:

The cut-off for candidacies, statements (max-300 words), revisions, and
withdraws is November 14th 23:59:59 UTC 2015.
Amending the below:
- The balloting and tabulation will be handled by BigPulse.com, employing
Single Transferable Vote preference voting.
- The secretary at peeringdb.com alias consists of Steven Feldman and
myself.
Appreciation to the 8 folks who have tested the BigPulse ballot and
provided feedback!
