[PDB-gov] bylaws adjustment for Single Transferable Vote

Fearghas McKay noticed a problem in the bylaws re STV.

It's a hang-over from when they were adapted from the Seattle IX bylaws.  
Specifically:

  - 2.3.3 Each member entitled to one vote at an election of Directors may 
    cast one vote for as many persons as there are Directors to be elected 
    and for whose election such member has a right to vote. Cumulative 
    voting will not be allowed.

would seem to be incompatible with STV, so I removed it.  New draft:
