[PDB Gov] Draft PeeringDB Press Release Policy - feedback requested

Hi Owen,

Are you okay with deferring that to the Board to decide on a case-by-case 
basis rather than revising the language further?

(Voting is in progress and each revision resets the process. The policy 
can be revised in the future if the initial version has bugs.)
