[PDB-tech] Link network to facility via API

Well, I tried the first example in the documentation:

[rhagens at tools peers]$ wget --no-check-certificate
https://peeringdb.com/api/network/42.json

and it didn't work. I also tried wget --no-check-certificate
https://peeringdb.com/api/network/6461.json and it also received a 404.

Some basic working examples would be helpful...
