[PDB Tech] mandatory e-mail address?

Since I'm using PeeringDB as a base to administer all of our peering
sessions, and we need to be able to contact every peering partner in
case of any issues, I'd like to have at least one e-mail address listed
for each network / org.

Currently this is not the case, for example:

 https://peeringdb.com/net/10532

This is a problem for a script that I just wrote that wants to contact
peers with broken sessions.

Would it be possible to make contact information (in particular e-mail)
a requirement for every network / org?
