[PDB Data Ownership-TF] draft "Data Ownership Policy Document"

Dear all,

First of all, I’d like to ack that we are living through some interesting and challenging times. 
I believe we are all impacted with what’s going on one way or the other. 
Many thanks to those who found the time to look into Chris’ document so far. 

As noted earlier, we are applying a Review Phase until 20 March, which is this Friday. 
After that we can hopefully call for a brief 1-week long Last Call period before we sign off on the document. 

I will shortly send out a Doodle with times falling in 23-27 March week for a check-in meeting. 
I am hoping that might be our last meeting before we cease the TF.
