[PDB Announce] PeeringDB back-end database upgrade at 2018-08-17T0400Z

On Friday, August 17th at 0400Z, the back-end database software will be 
upgraded.

The database is a cluster so this will potentially be hit-less, especially 
for read operations.

An upgrade of the database on the beta site lasted almost 10 minutes. This 
is expected to have a similar duration, but there is an additional node 
involved so it could be up to 20 minutes.
