[PDB Announce] PeeringDB 2.10.0 release at 2018-08-15T0400Z

Version 2.10.2 [0] has been deployed to https://www.peeringdb.com

During the QA period we found bugs with some of the new features 
introduced in 2.10.0 and patches were provided in 2.10.1 and 2.10.2 
respectively.
