[PDB Announce] Traffic-levels adjusted

Dear all,

Please note changes stemming from Github issue#519 <https://github.com/peeringdb/peeringdb/issues/519> are on beta.peeringdb.com <http://beta.peeringdb.com/> and can be tested until it is added to production during the next release, currently planned in June.

With this change, traffic levels up to 100+Tbps will be added and their format will be made consistent.

A diff image between beta vs production is attached to this mail.
