I've been reading all the docs at https://www.caputo.com/pdb/
and was wondering if the candidates had to be US citizens only, or if that
was open to the community at large ?
As some operations the Board will have to do are clearly US based, is there
a constraint to have a minimum number of US citizens ?

The documents have no such provision, but that may be something that have
been discussed...
