[PDB Gov] [External] May 8th, 2023 draft Board meeting minutes and officer changes

I couldn't agree more to what Job said. Seeing where PeeringDB is today 
and how much Aaron, Job and Chris have contributed is impressive.

We've come very far with volunteer engagement within the last seven 
years. Job has proposed outsourcing day-to-day work and support for Ops 
already. We are working on automation for signing up (i.e., registration 
of new objects). Let's see how this hoes. If we are not successful, 
outsourcing could also help. Time for a quantum leap?
